The language of buying in Turkey

Turkish property has its own vocabulary: Tapu (title deed), İskan, DASK. Most of it appears for the first time when money is already moving. Here is every term you will meet, defined plainly and in the order it matters.

Ask who issued it, what triggers it, and what it actually covers. A guarantee that pays only in insolvency is a narrower instrument than one that pays on non-delivery.

A DAB is the bank certificate proving your purchase funds were brought into Türkiye in foreign currency and converted through a Turkish bank.

It is the single piece of paper that carries the most weight for a foreign buyer. Without it there is no VAT exemption, and a citizenship application will not stand. It must name the buyer, not a company or a relative, and the conversion must happen in the correct sequence: before or at the time of the transfer.

This is why funds moved through an exchange office or a friend's account cost far more than the conversion fee they saved.

Teslim TarihiDelivery Date

The delivery date is the contractual deadline by which an off-plan project must be handed over to the buyer.

Contracts often allow a grace period beyond the stated date. What matters is the developer's track record and the remedies written into the contract if delivery slips.

Emanet Hesabıfunds held by a third party

An arrangement in which purchase funds are held by an independent third party and released only when agreed conditions are met.

It is one of several ways instalments on an unfinished building can be protected, alongside a bank guarantee or building-completion insurance. Many established developers offer none of them and are nonetheless safe, because their record is the guarantee, but a developer who cannot say clearly what protects your payments has told you something.

Etapproject phase

An etap is a project phase, where delivery, permits, pricing and amenities may differ even under one project name.

A project-level claim is not enough when your residence sits in one phase. Check the permit, delivery date and handover status for that etap.

It is part of construction close-out, not the same thing as your apartment handover. Use it as evidence of progress, then still check İskan and snagging for the residence.

Ek Sürecontractual delay allowance

The period a contract allows a developer to run past the delivery date before any remedy applies to the buyer.

Grace periods are normal and reasonable, because construction is weather, permits and supply chains. What matters is that the period is defined and that something happens when it ends. An unlimited grace period is not a grace period. It is the absence of a date.

Noter Satış Vaadi Sözleşmesinotarised sale-promise contract

A noter satış vaadi sözleşmesi is a notarised contract promising the sale of one specific residence, used to bind both sides while the title deed transfer is still pending.

It sits between a reservation and a Tapu. A reservation holds a residence; this binds the seller to transfer it on stated terms, and it can be annotated on the register so the promise travels with the property rather than with the seller's goodwill.

It is not ownership. It is an enforceable claim to be made an owner, worth the document plus the solvency of whoever signed it. Ask whether it will be annotated at the Land Registry: an unannotated promise is a private agreement, an annotated one is a matter of public record.

A reservation is a short, usually refundable hold that takes a specific apartment off the market while contracts are prepared.

It fixes that apartment, the price and the payment terms while due diligence and paperwork proceed. Always confirm in writing what happens to the reservation amount if you withdraw.

The sales contract sets the price, payment schedule, specification and delivery obligations agreed between buyer and seller.

It is the document that protects you if delivery is late or the specification changes, so its terms matter more than the brochure. We review it before signing and explain each clause in your language.

An SPK valuation is an official appraisal by a firm licensed by the SPK, Türkiye's capital markets regulator, and it is mandatory where TKGM's foreign-buyer transaction rules require one, including a citizenship-by-property file.

It is not a blanket rule for every ordinary foreign residential purchase, although many buyers still commission one as a practical price and due-diligence check. It establishes an independent market value, and it is not the price you negotiated.

For citizenship, the appraisal matters far beyond the paperwork. The official threshold is checked against three legs separately: the value declared on the Tapu, the licensed appraisal, and the bank transfers evidenced through the DAB sequence. The appraiser's value judges the threshold; the seller's listing price does not.

Ask the valuation question before you make an offer, not after you sign.

A vaziyet planı is a site layout plan showing blocks, entrances, roads, facilities and open areas across the plot.

It helps you locate the residence inside the project, not just inside the brochure. Use it to check exposure, access, shared areas and phase boundaries.

Aidat is the monthly service charge paid by owners in a managed complex, covering security, cleaning, landscaping and shared facilities.

It varies widely with the level of amenity: a compound with pools, gyms and 24-hour security costs considerably more than a simple building. Always factor it into a yield calculation, because it comes out of rent.

Değer Artış Kazancı Vergisitax on a gain at sale

Tax charged on the gain when a property is sold within a defined holding period; beyond that period the gain is exempt.

The gain is measured from your registered acquisition value to your sale value. That makes the figure declared at purchase a decision with a long tail: declare less than you paid to reduce the transfer fee and you will later pay tax on a gain you did not make.

Closing costs are the one-off fees beyond the purchase price: title deed fee, valuation, notary and translation, and insurance.

Budgeting for these separately avoids surprises, since they are not usually included in a quoted headline price.

Emlak Vergisiannual property tax

Emlak Vergisi is the annual municipal property tax, calculated on the municipality's own assessed value rather than on the market price.

That assessed figure is the rayiç bedel, and it is set by the municipality, not by your contract, which is why the tax bill rarely bears an obvious relationship to what you paid.

Rates differ by property type and are higher inside a metropolitan municipality, which includes all of Istanbul, than outside one. It is usually payable in two instalments each year.

For most owners it is a modest figure and not the largest recurring cost. The building's aidat usually is.

KDV is Turkish value added tax, applied to new property purchases at a rate that depends on the property's size and value band.

Developer prices are often quoted VAT-inclusive, but not always, so it is essential to confirm which. Resale purchases between individuals are generally outside VAT.

Site yönetimi is the building or complex management body that runs shared services, collects Aidat and enforces site rules.

It affects daily costs and use. Review its budget, rules and management plan before assuming a rental, renovation or amenity use is allowed.

Tapu Harcı is the government fee charged on transferring a title deed, calculated as a percentage of the declared property value.

It is legally shared between buyer and seller, though in practice the split is negotiated and often paid by the buyer. Some developers absorb it as a sales incentive. The exact rate is confirmed at the time of purchase.

Non-resident foreign buyers can be exempt from VAT on a first new-build purchase, provided funds are brought in as foreign currency and the property is held for a minimum period.

The exemption requires the correct paperwork in the correct order, including the currency exchange document, and the property must not be sold before the qualifying period ends or the VAT becomes payable. Eligibility is confirmed case by case.

Türkiye's citizenship-by-investment programme grants citizenship to foreign nationals who buy qualifying property and hold it for three years.

The application covers the investor, their spouse and children under 18 in a single file. There is no requirement to live in Türkiye before or after approval, and Türkiye permits dual nationality.

Eligibility rests on the official SPK valuation meeting the current threshold, not on the price paid. The threshold is set by government and confirmed at the time of enquiry.

Elde Tutma SüresiHolding Period

The holding period is the three-year commitment not to sell a property used to qualify for Turkish citizenship.

The restriction is annotated on the title deed. After the period ends you are free to sell, keep or rent the property as you choose.

A residence permit allows a foreign national to live in Türkiye legally for a defined period, and property ownership can support an application.

It is separate from citizenship: a permit grants the right to reside, not nationality. Rules on which properties and districts support an application change periodically.

Turkish layouts are written as bedrooms + living rooms, so 2+1 means two bedrooms plus one living room.

A 1+1 is a one-bedroom apartment, a 3+1 has three bedrooms and a separate living room. Half numbers such as 5.5+1 indicate an additional smaller room. The notation describes rooms, not total area, which is given separately in square metres.

Apart otel is a serviced-apartment hotel model, an operating asset that is not always ordinary residential title.

A cadde mağazası is a street-facing retail shop within or beside a residential project, priced and valued differently from apartments.

It may sit in the same project as the residences, but its buyer pool, rent basis, VAT position and title use can differ. Treat it as commercial property unless the documents say otherwise.

A duplex is an apartment arranged over two floors connected by an internal staircase.

Home-ofis is a Turkish market label for a live-work apartment or office-capable residence, not a formal dwelling label.

Net area is the usable space inside your apartment; gross area adds your share of shared spaces such as corridors, lifts and walls.

Prices are often quoted against gross area, which is always the larger figure, so comparing two apartments requires comparing the same measure. We always confirm both.

A Turkish plan sheet frequently prints a third figure as well (the satış brüt alanı, the basis a sale is actually written against), and that one is larger again.

Off-plan means buying a property before or during construction, usually at a lower launch price with a staged payment plan.

The trade-off is time and construction risk in exchange for price and choice of apartment. It is the stage where developer track record, contract terms and payment protections matter most.

Resale refers to a property sold by its current owner rather than by the developer, on the secondary market.

Resale apartments are usually complete, in established neighbourhoods, and priced with more room to negotiate than a fixed developer price list.

A Rezidans is a serviced apartment building offering hotel-style facilities such as concierge, housekeeping and shared amenities.

Service charges are higher than a standard building, but so is rental appeal, particularly for short-stay and corporate tenants.

Satılabilir alan is saleable area used for pricing, and it must state whether it is net, gross or satış brüt alanı.

The label alone is not enough for comparison. Ask which measurement basis the price uses before comparing square-metre prices across projects.

The satış brüt alanı is the gross area a Turkish sale is written against: the residence's own floor area plus its share of the corridors, lifts, stairs, plant rooms and other common parts.

It appears on plan sheets under several names (genel brüt alan, toplam satış brüt alanı, ünite satışa esas brüt), and they describe the same basis. It is always the largest figure printed on the sheet, and it is the one a price per square metre is normally calculated from.

That makes the basis part of the price. One residence can be published on three different area figures at once, and a price per square metre worked out from the net one will not compare with anything a buyer is shown elsewhere. Two apartments are comparable only when both numbers are measured the same way.

Where a developer publishes more than one basis, we state which one a size uses rather than quoting the flattering number and leaving the basis out.

Sitegated complex

A Site is a gated residential complex with shared facilities and security, the standard format for new-build housing in Türkiye.

Facilities typically include landscaped grounds, pools, fitness areas, parking and 24-hour security, funded through the monthly Aidat.

YalıBosphorus waterside residence

A yalı is a waterside Bosphorus mansion or residence category whose value depends on shoreline position and heritage constraints.

The word should be used only where the source supports a real waterside position. Heritage rules, shoreline rights and maintenance obligations matter as much as the view.

Adi ortaklık is an ordinary partnership or joint venture, identifying who may stand behind a project or contract.

For a buyer the question is practical: which legal person signs, owns, delivers and remains liable. Confirm the counterparty before signing a reservation or sales contract.

Capital appreciation is the increase in a property's value over time, separate from any rental income it produces.

Districts that deliver the strongest yields and those that deliver the strongest appreciation are rarely the same, so the goal should decide the district rather than the reverse.

Brüt Getiriyield before costs

Annual rent divided by the purchase price, with nothing deducted: the largest and least useful yield figure.

It assumes twelve months of rent, no service charge, no tax, no management, no repair and no gap between tenants. No apartment has ever had that year. It is useful only for comparing two properties on the same basis; net yield is what decides whether an investment worked.

GYOGayrimenkul Yatırım Ortaklığı · real-estate investment trust

A GYO is a Turkish real-estate investment trust: a company that owns and develops property and whose shares are listed on Borsa İstanbul.

The letters sit inside a great many developer names (Emlak Konut GYO, Özak GYO, Kiler GYO, Şeker GYO), and they mark a legal form, not a marketing style. A GYO is regulated by the SPK, the capital markets regulator; it files audited accounts and independent valuations and must disclose material events.

For a buyer that means the counterparty can be checked rather than trusted. Construction progress, permit dates, project areas and the trust's own appraisals are published on a schedule instead of supplied on request, which is why a page about a GYO project can usually be sourced further than a page about a private developer's.

It guarantees nothing. A listed trust can still deliver late, and disclosure describes the company rather than the apartment. What it removes is the need to take the seller's word for the seller.

Hasılat Paylaşımırevenue sharing

Hasılat paylaşımı is a contract in which a landowner supplies the land and a contractor builds on it, the two splitting the sales proceeds at an agreed percentage instead of a price being paid for the land.

It is the usual structure on land held by a public body or a listed trust, and it decides who a buyer is actually contracting with. The landowner generally remains the owner of the stock, while the contractor runs the construction, the sales and the marketing.

Two things follow. The name on the brochure may not be the name on the deed, and where the counterparty is listed the split itself appears in its filings, so it can be read rather than assumed. Confirm which entity signs your contract before you sign it.

A managed rental arrangement is a contract in which the developer or an operator rents your property out for you and pays you an agreed return for a defined period.

It is widely marketed as a “rental guarantee”, and that word does more work than it should. Nobody guarantees a rental market. What exists is a contract with a company, for a fixed number of years, at a fixed rate. It is worth exactly as much as that company’s ability to keep paying when the market disagrees with it.

Two things decide whether it is a good term for you. First, who signs it: an operator with a track record and a balance sheet is not the same as a project-specific entity created for the sale. Second, whether the return was already added to the price you paid, which is common; in that case you are being paid back your own money and calling it yield.

We show these arrangements for what they are, name the counterparty and the term length, and tell you when the numbers only work if you ignore the purchase premium.

Turkish developer plans are usually interest-free, which makes them very different from a mortgage. A larger down payment often unlocks a better headline price.

Kira GetirisiRental Yield

Rental yield is annual rental income expressed as a percentage of the property's purchase price.

Gross yield uses rent alone; net yield subtracts service charges, tax, management and vacancy, and is always the lower and more honest figure. Yield is a screening tool for comparing options, not a forecast.

A state-affiliated developer is a construction or real-estate company owned by, or partnered with, a Turkish public institution such as TOKİ or Emlak Konut.

This is often advertised as a “government guarantee”. It is not one. No Turkish public body guarantees the value, the rent or the resale price of a private purchase.

What the affiliation does mean is narrower and still useful: the land title and permits are usually clean, the project is unlikely to be abandoned mid-build, and delivery timelines tend to hold better than the market average. Those are construction and completion risks reduced, not investment risk removed.

The weeks a rental property sits empty between tenants, during which costs continue and income does not.

It is the most commonly omitted line in a yield model and one of the most expensive. A single empty month is more than eight per cent of the year's rent, and the aidat does not pause while you look for a tenant.
