About RAMS City Haliç

Phase 1 is finished and handovers have begun: you can walk through the apartment, the courtyard and the neighbourhood before you commit.

RAMS City Haliç is a three-phase residential and mixed-use project of 1,772 apartments at Topçular in Eyüpsultan, on the European side of Istanbul, built by RAMS Global on ground reclaimed from a former factory site above the Haliç, the Golden Horn the project is named for. Handovers in Phase 1 have already begun, so part of this project is finished stock rather than an off-plan promise.

You choose your stage here, and that is the advantage. Phase 1 is standing, so you can walk through an apartment, its landscape and its neighbours before you commit. Phase 2 apartments are delivered in 2026, and a third phase follows on the project's landscape plan.

Because part of it is built, this page can show you photographs rather than only impressions. The blocks, the courtyards and the planting in those frames are already there, and any frame showing a phase still to come is labelled as an impression.

Distinctive architecture and landscape by Dome + Partners, who drew both. The project took the European Property Awards 2023–2024 prize for Mixed-Use Architecture.

  • 1,772 apartments in three phases above the Golden Horn at Topçular
  • Metro two minutes away, tram two, metrobüs four, and a shopping centre five minutes on foot
  • 15,000 m² of landscape closed to cars, with 3 m ceilings inside the apartments
  • All In One shared rooms: guest rooms, cinema rooms, study and event rooms, a soft-play area and PlayStation rooms
  • European Property Awards 2023–2024 winner for Mixed-Use Architecture, designed by Dome + Partners

Location & Connectivity

Three transport networks sit within four minutes of the door, which is rare anywhere in Istanbul. The developer places the metro two minutes away, the tram two minutes and the metrobüs four, with a shopping centre five minutes on foot.

Topçular sits on the Golden Horn between the historic peninsula and the districts that have grown north of it, on ground reclaimed from a former factory site. The Haliç is below you and the city runs along both of its shores.

The Rami Library is ten minutes away and Pierre Loti hill, with its view down over the Golden Horn, is also ten. For families, the developer counts four schools and three kindergartens inside a one-kilometre radius.

Residences & Layouts

Apartments run from 1+1 to 5+1 across the three phases, so a first flat and a five-bedroom family home sit behind the same gate. Floor plans for the 1+1, 2+1, 3+1 and 4+1 are published on the project's own site.

Ceilings are three metres, which is what makes these rooms feel larger than the plan suggests. The size of a particular apartment is confirmed from the developer's current availability list, because what is free changes phase by phase.

Amenities & Lifestyle

The ground here belongs to people on foot. The landscape between the blocks covers 15,000 m² and is closed to vehicles entirely, and it carries outdoor basketball courts, a skate and roller park, pergolas and planted islands, a cafe, a swimming pool and a spa, with children's play areas separated by age.

All In One is the second idea, and it makes your apartment effectively larger than its own walls. Every resident has the run of guest rooms for visitors, a soft-play area for small children, study rooms, cinema rooms, event rooms for private occasions and PlayStation rooms.

RAMS Çarşı, the project's own retail street, puts shops, restaurants and everyday services inside the scheme. Security is staffed around the clock with camera monitoring and controlled entry, and parking is enclosed.

Investment & Turkish Citizenship

Part of RAMS City Haliç is finished, and that is what shortens the wait. An apartment in Phase 1 can be inspected before it is bought, with its building, its landscape and its neighbours already in place, and it can be furnished and let from the moment the Tapu (title deed) is transferred into your name.

A later phase buys you the other advantage. The choice of block, floor and aspect is still open, and Phase 2 apartments are delivered in 2026, so both stages are available at the same address.

Transport is the second half of the case. Metro, tram and metrobüs within four minutes put most of the city within reach without a car, and Topçular sits on the Golden Horn between the historic peninsula and the districts that have grown north of it.

Turkish citizenship by investment is decided on the appraised value of the individual apartment, measured against the statutory minimum in force on the day of purchase, with the Tapu carrying the three-year commitment. It is settled for one apartment at one price, so we run that position on a named apartment before anything is signed.

What you are buying into is a 1,772-apartment scheme above the Golden Horn with an award for its architecture, 15,000 m² of car-free ground and a retail street of its own. Sizes and prices differ from phase to phase and from floor to floor. Tell us the layout you want and we will come back to you today with what is available and the price in writing.

Frequently Asked Questions

Where is RAMS City Haliç located?

RAMS City Haliç stands at Topçular in Eyüpsultan, on the European side of Istanbul, on ground reclaimed from a former factory site above the Haliç, the Golden Horn the project is named for. The developer places the metro two minutes away, the tram two minutes and the metrobüs four, with a shopping centre five minutes on foot, and the Rami Library and Pierre Loti hill both ten minutes away.

When will RAMS City Haliç be delivered?

RAMS City Haliç is delivered in phases, and that works in your favour: handovers in Phase 1 have begun, so there is finished stock here you can walk through today. The developer's own FAQ states that Phase 2 apartments are delivered in 2026, and a third phase appears on the project's landscape plan.

How many apartments does RAMS City Haliç have?

RAMS City Haliç has 1,772 apartments across its three phases, which is the figure RAMS Global publishes for the whole scheme on its own corporate project page. Three phases at one address is what gives you the choice between a finished apartment and a later delivery, in the same landscape and behind the same gate.

Who is the architect of RAMS City Haliç?

RAMS City Haliç was designed by Dome + Partners, who delivered both the architecture and the landscape design. The project won the European Property Awards 2023–2024 prize for Mixed-Use Architecture, and the same practice drew the 15,000 m² of car-free ground between the blocks.

What layouts are available at RAMS City Haliç?

RAMS City Haliç offers apartments from 1+1 to 5+1, with 3 m ceiling heights that make the rooms feel larger than the plan suggests. Floor plans for the 1+1, 2+1, 3+1 and 4+1 are published on the project's own site, and the size of a particular apartment is confirmed from the developer's current availability list, because what is free changes phase by phase.

What is the All In One concept at RAMS City Haliç?

All In One is RAMS City Haliç's shared-facility package, open to every resident, and it is what makes an apartment here effectively larger than its own walls. It includes guest rooms, a soft-play area for children, study rooms, cinema rooms, event rooms and PlayStation rooms, alongside the project's pool, spa, basketball courts and 15,000 m² of vehicle-free landscape.

Can buying at RAMS City Haliç lead to Turkish citizenship?

Turkish citizenship by investment is decided on the appraised value of the individual apartment, measured against the statutory minimum in force on the day of purchase, with the Tapu (title deed) carrying the three-year commitment. It is settled for one apartment at one price rather than for a development as a whole, so we run the position on a named apartment at RAMS City Haliç, in writing, before anything is signed.
